It is permissible to establish a system for entering the license extraction exam that includes paying a certain amount, with the right to retake the exam without new payment, unless a forbidden matter such as circumventing public regulations or bribery presents itself. Whoever obtained the license in a manner contrary to the system must repent, and it is permissible for him to benefit from it if he is deserving of it.
