The answer

It is permissible to touch books of Islamic knowledge, whether by someone in a state of purity or impurity, and whether they are in Arabic or a foreign language, as long as the Qur’an in them is not more than other content. It is, however, preferable for the person touching them to be in a state of purity, out of reverence for the remembrance of Allah contained within them.
