What is the ruling on touching books of Islamic knowledge written in languages other than Arabic? Do they have the same ruling as Arabic Islamic books?

It is permissible to touch books of Islamic knowledge, whether by someone in a state of purity or impurity, and whether they are in Arabic or a foreign language, as long as the Qur’an in them is not more than other content. It is, however, preferable for the person touching them to be in a state of purity, out of reverence for the remembrance of Allah contained within them.
