What is the ruling on insulting the religion: Is it obligatory to kill him, or does he exit the fold of Islam?

Whoever reviles the religion of Islam has committed an act of disbelief that expels him from the fold of Islam. And whoever reviles a prophet or an angel, or alludes to them, or curses them, or slanders them, or accuses them of fornication, or demeans their status, or alters or attributes a defect to them, even concerning their physical appearance or character, or diminishes their rank, or the abundance of their knowledge, or their asceticism, or attributes to them what is impermissible, or attributes to them what is unfitting for their station by way of disparagement, or if it is said to him, "By the right of the Messenger of Allah," and he curses and says, "I meant the scorpion," he is to be killed without being asked to repent. However, it must be known that these punishments are not to be carried out except by the Muslim ruler or his deputy.
