What is the ruling on one who made a covenant with Allah not to marry, then made a covenant with Allah not to marry except from a specific country, and then circumstances became difficult for him; does he remain bound by his covenant?

Marriage is encouraged in Islamic law, and a person should not make a covenant with Allah to abandon it. If someone has covenanted with Allah to abandon it, there is no sin upon them if they marry, and nothing is binding on them; because this covenant contradicts Allah's will in Islamic law, and it is neither a vow nor an oath. You may marry from any country you wish. The phrase should be corrected from "circumstances willed" to "Allah willed."
