Who was the first to say the Qur'an was created?

The statement about the innovation of the creation of the Quran appeared in the second century, and it is believed that the first to declare it and advocate for it was Bishr ibn Ghiyath al-Marisi al-Mu'tazili. The Jahmiyyah did not appear during the reigns of al-Mahdi, al-Rashid, and al-Amin, but al-Ma'mun brought forth this doctrine after he assumed power. Al-Rashid threatened to behead Bishr al-Marisi if he apprehended him for his saying concerning the creation of the Quran, so al-Marisi was in hiding during al-Rashid's reign and then appeared after his death and advocated for his misguidance. The first of the caliphs to manifest this innovation and compel people to adopt it was the Abbasid Caliph al-Ma'mun in the year 212 AH.
