Is it obligatory to execute the mother's will to build a mosque with all of the inheritance money, or with only one-third of it?

If the deceased mother wished to build a mosque with the money she left behind after her death, then this is a bequest that is to be executed from one-third of her estate after her death, unless the adult and sound heirs permit the execution of what exceeds one-third. If one-third of her money is sufficient to build a mosque — even a small one — then build a mosque for her with it. If it is not sufficient, then encourage the adult and sound heirs to permit the bequest. If they agree, then build the complete mosque. Otherwise, contribute one-third of her estate to building a mosque. For if the bequest cannot be covered by one-third, then it must be executed within what the one-third can cover.
