Does Islamic law permit the marriage of a man who is completely paralyzed in his legs and refuses to marry?

There is no objection to a diabetic person getting married. However, if their illness affects their ability to fulfill their wife's rights, they must inform her of this before marriage. Al-Qurtubi said: "Whenever the husband knows that he is unable to provide for his wife's maintenance, or her dowry, or any of her rights that are obligatory upon him, it is not permissible for him to marry her until he informs her, or knows himself to be capable of fulfilling her rights."
