Is it permissible to give Zakat al-Mal (obligatory charity on wealth) to a relative who has been harmed by a legal issue that led to the confiscation of his money, and he has incurred significant debts, in order to pay for his son's university tuition installment?

It is permissible to give zakat to a debtor (gharim) if his debt is due and he is unable to repay it, even if he might be able to acquire wealth in the future. The criterion is his current need, as stipulated by the Shafi'is. However, if the debt is deferred, he should not be given [zakat] until its due date. If the debt is due and he is able to repay it from an inheritance he currently possesses, then it is not permissible to give him [zakat]. As for giving zakat to one's child to complete their education, it is permissible if the child qualifies as a student of knowledge (talib al-'ilm) who is eligible for zakat; otherwise, it is not permissible.
