Is it permissible to pay Zakat al-Mal to a brother who is studying at university if the father is unable to work and the family depends on the Zakat payer?

It is permissible to give Zakat to a poor and needy brother who is in university, based on the Prophet Muhammad's (peace be upon him) saying: "Charity given to the poor is a single charity, but charity given to a relative is two-fold: charity and maintaining kinship ties." Some scholars stipulate for its permissibility that the Zakat should not be a substitute for money that the giver used to provide for him. So, if the Zakat discontinues what you used to give him, it will not be sufficient for you.
