Is it permissible for a married brother to give Zakat al-Fitr to his brother who is a university student, supported by their father, knowing that the family's financial situation is below average?

If the student is wealthy due to his father's provision, then he is not to be given from Zakat al-Fitr, because it is only given to the poor, as the Prophet, peace and blessings be upon him, said: "Enrich them from begging on this day." However, if what the father provides does not suffice the student, then it is permissible for his brother to give him his Zakat al-Fitr.
