Is it permissible for a father to give Zakat al-Fitr to his son, or for a brother to give it to his married brother, if their financial situation is good?

Scholars differed on the recipients of Zakat al-Fitr, holding three views:

1. The permissibility of distributing it among the eight categories (the view of the majority).

2. Restricting its expenditure to the poor and needy (Maliki school, a narration from Ahmad, and chosen by Ibn Taymiyyah).

3. The obligation of distributing it among the eight categories or those among them who are found (Shafi'i school).

It is permissible to give zakat to a poor son who is independent, has a house, and a family. However, if he is well-off, it is not permissible. It is not permissible to give zakat to a son who is not independent because his expenses are the responsibility of his father. It is permissible to give zakat to a brother if he is poor.
