The question

Should the internet service you distribute be completely terminated for those you suspect of misusing it, or should you merely cancel the subscription of those you suspect, taking into account your fear that they might swear an oath that they will not download songs and movies again?

The answer

If you cannot prevent forbidden things from reaching internet users, then leave this field and work in something that is free from doubt, for the Prophet, peace and blessings be upon him, said: "Leave that which makes you doubt for that which does not make you doubt," and "Whoever guards against doubtful matters, he has indeed guarded his religion and his honor." If you wish to continue, then do not provide internet access except to those whom you predominantly believe will use it for permissible purposes, and do not assist anyone who uses it for forbidden things, for Allah Almighty says: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression."
