The answer

It is not permissible for a woman to remove anything from her eyebrows or to modify them, because it is considered part of the forbidden plucking (namṣ) for which the Prophet, peace and blessings be upon him, cursed the doer. This is based on his saying: "Allah has cursed the women who tattoo and those who have themselves tattooed, those who pluck eyebrows (nāmiṣāt) and those who have their eyebrows plucked (mutanammaṣāt), and those who widen gaps between their teeth for beauty, altering the creation of Allah." An exception to this is if the eyebrow hair is excessively long to the point of being harmful, such as falling into the eye and causing irritation, or if it significantly disfigures one's appearance. In such cases, there is no harm in removing what causes harm or disfigurement.
