What is the ruling of the Sharia regarding unveiled girls who justify this by saying that Allah looks at hearts, not outward appearances, and is the failure to advise them considered a shortcoming for which a person will be held accountable?

Adhering to the Sharia of Allah requires the Muslim woman to wear the hijab. Whoever claims adherence while being unveiled, her claim is not true. Therefore, she who does not comply with Allah’s command in verses 31 of Surat An-Nur and 59 of Surat Al-Ahzab regarding the hijab, cannot be described as adherent. You must advise these sisters with wisdom and good counsel, fulfilling the trust of advice in religion. This is a duty that does not cease by saying that there was no response or knowledge. They will be rewarded for fulfilling the duty, for guidance is in the hand of Allah.
