Is the first divorce that occurred between the spouses a revocable or an irrevocable divorce? Does the ma'dhun (authorized marriage official) have the right to determine the type of divorce? And can the woman marry immediately?

A husband expelling his wife and harassing her is an act of disobedience (maʿṣiya) and a severing of kinship ties (qaṭīʿat raḥim). A wife waiving her rights in exchange for divorce is a khulʿ, and it is an irrevocable divorce (ṭalāq bāʾin) according to the majority of scholars. The husband is not permitted to take back his wife whom he divorced through khulʿ except with a new marriage contract (ʿaqd nikāḥ) fulfilling all its pillars. The woman must wait for her waiting period (ʿidda) to end before marrying another man, as an irrevocable divorce does not negate the waiting period.
