Is it permissible to say: "Allah is without a place and without 'how' (modality)"?
It is not permissible to use the phrase "without a place" because it contradicts what is indicated by the texts of the Qur’an and Sunnah and the consensus of the early predecessors of the Ummah: that Allah is in heaven, elevated above His Throne.
As for the phrase "without a how" (بلا كيف), if it is intended to mean entrusting the knowledge of the "how" of Allah's essence and attributes, then this is true, for Allah Almighty says: "And they do not encompass Him in knowledge." But if it is intended to mean entrusting the meanings of the established religious texts regarding Allah's names and attributes, then this is false.
