Is it permissible to pay the remainder of a financial vow in the current country of residence after departing the country in which the vow was made?

If someone vows to offer an act of worship contingent upon the occurrence of a matter, and it happens for them, then they must fulfill their vow according to what they vowed. If no specific place for the vow was designated, then it should be given to the poor and needy anywhere, because it becomes like charity for them. However, if it was specified for the country where the person resided, then it is not permissible to disburse it elsewhere.
