Is it permissible to pay the amount of a vow to a charitable organization other than the one for which it was vowed, due to the impossibility of paying the specified organization because of travel?

If you have vowed money for specific poor people or in a particular country, it is not permissible to spend it on others. It must be given to them through the aforementioned organization or another. You may appoint someone to deliver the money to that organization or send it to them by any means.
