Is the statement that whoever prays Jumu'ah is not a disbeliever—based on the hadith of (prayer) and not (Jumu'ah prayer)—reported from Ibn 'Uthaymeen and Ibn Taymiyyah?

Those who assert that the one who abandons prayer is an unbeliever have differed on the extent that necessitates disbelief, holding two opinions:

1. The first opinion: He disbelieves by abandoning a single obligatory prayer, or two obligatory prayers. This is the view adopted by most scholars among the Companions, the Tabi'in, and the Imams, such as Ishaq ibn Rahawayh, Imam Ahmad, Ibn al-Mubarak, Ibn Hazm, and the Permanent Committee for Issuing Fatwas. They held that the intended meaning of "the time expiring" is to delay the Dhuhr prayer until sunset, and the Maghrib prayer until dawn.

2. The second opinion: The one who abandons prayer does not disbelieve unless he abandons it completely. This is the view adopted by Shaykh al-Islam Ibn Taymiyyah and Shaykh Ibn Uthaymeen. They believe that whoever performs some prayers does not disbelieve, but as for one who performs only the Friday prayer, it appears that he disbelieves.
