Is it permissible to sell a house that you and your wife built with shared finances, then your wife later refused to sell it?

Your wife owns a tenth of the house, commensurate with her contribution, and you are partners in the ownership of the house. It is not permissible for either partner to dispose of the other's share without their permission. Therefore, you cannot sell the house without your wife's permission regarding her share. If she refuses the sale, it becomes void with respect to her, as it is an unauthorized transaction dependent on the owner's permission. If the sale cannot be annulled, you must guarantee her the value of her share of the house.
