Is it permissible for me, as a Human Resources Manager in a contracting and engineering company, and having my own private establishment, to offer a lower price (700,0 riyals instead of 1,0,0 riyals) to clinic owners for its construction, after they rejected my company’s offer presented by the Project Manager, knowing that the project will be undertaken by me and my workers from outside the company, and will not affect my work at the parent company, and that the son of the company owner and my friend owns a private contracting establishment and might take the project for himself if I inform him?

It is permissible to bid on a project and offer a lower price after the rejection of the offer from the company you work for, provided that the work is outside of official working hours and does not affect your original job. The continuation of negotiations between the company and the clinic owners does not cause harm, because bidding over another's bid is only forbidden if the price has been settled and both the buyer and seller have agreed, which has not occurred in this case.
