Is lowering one’s izar permissible today, given that the reason for its prohibition—namely, arrogance—no longer exists, and how can most of the Ummah be condemned to Hellfire if they lower it without arrogance?

Scholars have agreed on the prohibition of lowering one's garment (isbal) out of arrogance, but they differed on the ruling of lowering it without arrogance. The preponderant opinion is that it is prohibited due to Shar’i (legal) proofs. We do not know of anyone who permitted it absolutely. Furthermore, ruling a thing as prohibited does not necessitate the doer's entry into Hellfire, as the texts of warning may not apply due to reasons such as sincere repentance, or good deeds that efface sins, or expiating calamities, or intercession.
