Is it permissible for a minor to travel to perform Umrah and Hajj as part of women-only groups?

It is permissible for a woman to travel for the obligatory Hajj and Umrah with a trustworthy group of righteous women, whether she is an adult or a non-adult who is desired [i.e., attractive to men]. However, if she is young and not desired, it is permissible for her to travel for Hajj and Umrah without a mahram if her guardian feels secure about her safety, because she is not held accountable until she reaches puberty.
