Is it permissible for someone who joins the prayer late (masbuq) in the Fajr prayer to recite the first rak'ah silently instead of audibly, knowing that the Fajr prayer is recited audibly?

Scholars have differed regarding whether a latecomer (masbuq) should recite aloud in the rak'ah he is making up. According to the Malikis, he recites aloud to the extent that it does not disturb others. The Hanbalis hold that he has the choice between reciting aloud or silently. The Shafi'is maintain that he should recite silently.
