What is the ruling on moving to another city for work, knowing that its people pray Jumu'ah before the time for Dhuhr, and they have been advised but to no avail?

There is no harm in performing the Friday prayer a short time before zawal (zenith/declination of the sun), and this is an opinion held by some Hanbalis, even though the majority of scholars believe that its time is after zawal, which is the more preponderant view. The questioner is advised to move to the aforementioned city due to the safety it offers for his religion, the presence of brothers who will assist him in obedience, and material benefits. He can advise the brothers there to pray after zawal, or at least to deliver the sermon before zawal and perform the prayer after it, which is what some Hanbalis understood and an opinion held by the majority of Hanbalis. If they do not comply, he should seek another mosque where he can perform the Friday prayer after zawal.
