Is it permissible to pray Jumu'ah (Friday prayer) at noon (Dhuhr time) for someone who works in an industrial zone outside the city, three kilometers away from their residence inside the city?

Friday prayer is obligatory for all residents of a city. As for those who are not city residents, it becomes obligatory for them if the distance between them and the congregational mosque is a farsakh or less (approximately five kilometers). It is obligatory to hasten to it and proceed diligently, and to abandon buying and selling when the call to prayer is made, in compliance with the words of Allah Almighty: {O you who have believed, when [the adhan is] proclaimed for the prayer on the day of Friday, then hasten to the remembrance of Allah and leave trade. That is better for you, if you only knew.}
