Is it permissible for a woman living in Canada, who needs to secure household necessities and feel safe, to remove her niqab and suffice with a loose hijab that covers her hair but not her face?

"We have clarified in previous fatwas the situations in which it is permissible for a woman to uncover her face out of necessity. It is not permissible to uncover the face without necessity, even if it is devoid of adornment. When there is a necessity, only the sufficient amount of the face necessary to avert harm should be shown, while concealing adornment as much as possible."
