Is the whispering of disbelief that leads to thinking about converting to another religion, then returning to Islam for the sake of entering the Gardens of Bliss, considered disbelief?

The Paradise of Delight (Jannat an-Na'im) is for all believing and pious individuals. The means of entering it are faith and righteous deeds, as Allah says: "The sovereignty on that Day will be to Allah; He will judge between them. So, those who believed and did righteous deeds will be in Gardens of Pleasure" (22:56), and He says: "Indeed, those who believed and did righteous deeds - their Lord will guide them because of their faith; beneath them rivers will flow in the Gardens of Pleasure" (10:9), and He says: "Indeed, for the righteous with their Lord are Gardens of Pleasure" (68:34). Shirk (definition) (associating partners with Allah) nullifies good deeds. It is dangerous to seek fatwas (religious verdicts) from ignorant people or for them to issue fatwas without knowledge. The responsibility for this rests upon the entire Ummah (Muslim community) to prepare qualified students of knowledge for issuing fatwas, as the Prophet (peace be upon him) said: "Indeed, Allah does not seize knowledge by snatching it away from people, but He seizes knowledge by seizing (the souls of) the scholars. When no scholar remains, people will appoint ignorant leaders. They will be asked for fatwas, and they will issue them without knowledge. Thus, they will go astray and lead others astray." Issuing fatwas without knowledge is forbidden, as Allah says: "Say, 'My Lord has only forbidden immoralities - what is apparent of them and what is concealed - and sin, and oppression without right, and that you associate with Allah that for which He has not sent down authority, and that you say about Allah what you do not know'" (7:33). A servant's dislike and aversion to whispers (waswas) indicate the soundness of their faith, as the Prophet (peace be upon him) said regarding those who experience whispers but do not speak about them, "That is pure faith." A person is not held accountable for waswas if they repel it and do not believe in it or act upon it.
