Slaughtering the aqiqah, shaving the newborn's head hair, and donating its weight in gold or silver are recommended Sunnah acts, not obligatory. If they conflict with paying off a debt, then prioritizing debt repayment is more important due to its obligatory nature. The time for the aqiqah is the seventh, fourteenth, or twenty-first day, and it is permissible to perform it whenever it is convenient. As for circumcision, there is no specific time for it prescribed by the Sharia.
