Why was the hijab mentioned in Surahs An-Nur and Al-Ahzab and not in only one?

Perhaps one of the wisdoms behind the repetition of the command for hijab (definition) in the Qur’an is to firmly establish its importance as an obligatory duty. Repetition in the Qur’an solidifies information and convinces the hesitant. It differs from other topics in that it is not presented in a single style or a boring manner. This is evident in the verses of hijab in Surahs An-Nur and Al-Ahzab, where the command in An-Nur pertains to lowering the gaze, guarding one's chastity, and not displaying adornment for believing women. In Al-Ahzab, the Prophet (peace be upon him) commands his wives, his daughters, and the believing women to draw their cloaks close around them, preserving their dignity.
