Is it permissible for a woman to shave or trim her eyebrows if they are thick, unkempt, and resemble a man's?

Scholars differ regarding the ruling on removing eyebrow hair by means other than plucking:

1. The majority of scholars hold that shaving and trimming are akin to plucking in their prohibition, and thus it is impermissible to remove eyebrow hair by these means.

2. The Hanbalis are of the view that namṣ (plucking) is specific to plucking only, and they permit removing eyebrow hair by shaving or trimming.

Excluded from the forbidden namṣ is the removal of excess hair that harms the eye or exceeds the normal limit, such that the eyebrows are conspicuous and embarrassing. In such cases, only what repels harm and restores them to their natural state may be removed.
