If a picture is forbidden, then it is not permissible to look at it according to many scholars. It is forbidden to view forbidden pictures, according to the Malikis and Shafi'is, unless they are permissible to use. The one who took the picture bears a greater sin than the one who views it, because he combined producing the picture with viewing it.
