Is it permissible for a married woman to refuse her husband's sexual advances if he does not pray?

Prayer is a great pillar of Islam. One who abandons it while denying its obligation is, by consensus, considered a disbeliever. As for one who abandons it out of laziness, the majority of scholars do not consider him a disbeliever. In this case, his wife is not permitted to refuse intimacy with him; rather, she should advise him, and she may seek a divorce if he persists. However, according to the view that he is a disbeliever, the marriage is annulled, and she must separate from him and not allow him to approach her until he repents and prays. She should also refer the matter to the Sharia court.
