Does ritual impurity transfer to a tape that was touched by a person with wet hands, after that person had touched a wet, impure comb?

If the first person does not have the actual impurity (such as urine) on their hand, then whatever they touch with it, such as a comb or other item, does not become impure. This is because when the actual impurity is removed from a place, only its ruling remains, and the ruling does not transfer. This is the view of the Malikis. There is another view held by some scholars, including Sheikh al-Islam Ibn Taymiyyah, which states that the removal of impurity by anything purifies its location. The point is that if the actual impurity is removed from the hand and something is touched with it, that thing does not become impure. However, according to the Malikis, the hand remains ritually impure (in ruling) until it is washed, and it is not permissible to pray with it or touch the Mus'haf.
