Does a person or a liquid become impure due to touching places or tools that the liquid had previously made impure, knowing that they have not been purified?

A Muslim should advise his Muslim brother and not conceal from him anything that might harm him in his worship or daily use. If he knows that something is ritually impure (najis), he must inform his brothers. If the impure item is dry and was used while dry, it does not transmit impurity merely by touch, nor does it affect someone who shakes hands with its user. However, if it was not dry and someone touched it, the touched area becomes impure. If the hand of the person you shook was impure and wet, your hand becomes impure. But if his hand was dry, your hand does not become impure, because if something impure touches something pure while both are dry, it does not transmit impurity.
