What is the ruling on excommunication among these four groups in society, and which of them is in the right?

What was mentioned in the question about seeking judgment from Bedouin traditions, seeking blessings from stones, and believing that beads cure, is major disbelief (kufr akbar) if the person persists in it after the establishment of proof (iqamat al-hujjah). However, ruling an act as major disbelief does not necessarily mean that its perpetrator is a disbeliever. Not everyone who falls into disbelief has disbelief fall upon them. A Muslim who grew up in lands where ignorance of monotheism is widespread may be excused due to his ignorance, as long as proof has not been established against him, in accordance with His, the Almighty's, saying: "And never would We punish until We have sent a messenger." Declaring a Muslim a disbeliever merely because he committed acts of disbelief before proof is established against him and the truth is explained to him is incorrect and a hasty judgment. Young people should call to the oneness of Allah and guide people out of ignorance, instead of declaring each other disbelievers. The fourth group that declares others disbelievers is mistaken, and their situation resembles that of the Khawarij. The correct meaning of the saying "Whoever does not declare a disbeliever to be a disbeliever is himself a disbeliever" refers to those who do not declare the original disbelievers, like Jews and Christians, to be disbelievers, and not to those who do not declare a Muslim who committed acts of disbelief and against whom proof has not been established, to be a disbeliever. It is obligatory upon everyone to strive in seeking knowledge and calling to Allah with knowledge, sincerity, and patience, for this is more beneficial to them than declaring others disbelievers.
