Who is meant by "Exalter of Ranks" in Surat Ghafir, and is it Allah Almighty, and what are these ranks, and why was the form "higher rank" not used? And is it permissible to supplicate to Allah with "O Exalter of Ranks"?

"Rafī‘ud-Darajāt" (Elevator of Ranks) is a description of Allah the Almighty, signifying His loftiness, meaning He is high in ranks, or He raises the ranks of His servants in the Hereafter. The form "fa‘īl" here is used in the sense of an exaggerated active participle (fā‘il), indicating that there is none higher in status than Him. It is permissible to supplicate to Allah using this attribute, as it is one of Allah's names and attributes.
