The answer

Zakat becomes obligatory on the amount if it reaches the nisab and a full hawl (lunar year) passes over it after the house is sold. If the owner then trades with this money in cars, the cars become trade goods that are appraised at the end of the hawl, and Zakat of 2.5% is paid from their value. A decrease in the amount does not prevent the obligation of Zakat. If the house belonged to partners, each partner pays Zakat on his share if it reaches the nisab on its own, or when combined with other funds he possesses.
