Is a generous brother who was dismissed from his job due to his affiliation with the Muslim Brotherhood and who supports a family deserving of zakat al-mal (money zakat)?

It is permissible to give zakat to one who does not possess what suffices his needs and the needs of those he supports, and is unable to earn enough to sustain them, or if he falls under the other categories for zakat recipients.
