Is it permissible to give zakat al-mal (obligatory charity on wealth) to the younger brother who is ill, retired, has limited income and children, and whose wife is a teacher, with the possibility of not giving him direct ownership of the money to motivate him to start a project instead of spending it quickly? And is it permissible to give zakat to one's relatives in another country instead of the country where the zakat payer resides?

It is permissible to give zakat to a poor or needy brother; in fact, he has more right to it than others, for the Prophet, peace and blessings be upon him, said: "Charity given to a needy person is charity, and charity given to a kinsman is charity and a bond." It is also permissible to transfer zakat from the giver's country to his brother's country for an overriding benefit, provided that the zakat is given into the possession of the poor brother.
