Is it permissible to give zakat to a deserving full brother, and is a brother obliged to provide for his brother?
There is no objection to paying zakat to a poor brother or any poor relative, except for parents and children. Paying it to poor relatives is more deserving, for the Prophet said: "Charity given to the poor is a single charity, but given to a relative, it is two: charity and maintaining kinship ties." It is stipulated that the brother is not responsible for the maintenance of his brother; because in this case, maintenance becomes obligatory upon him.
