Is it permissible to give zakat to two brothers who are in need of money, both in their country and abroad, to spend on themselves, knowing that they are unable to work, and are righteous individuals who would not spend the money on unlawful things?

There is no objection to giving Zakat to the two brothers as long as they are deserving of it. The same applies to any poor relative other than one's parents and children. Giving Zakat to them is better because they are relatives, as the Prophet, peace and blessings be upon him, said: "Charity given to the needy is a charity, and to a relative, it is two: charity and strengthening of kinship ties."
