The answer

If the person performing (ritual bath) makes wudu' (ablution) during the ghusl for (major ritual impurity), or intends to remove minor ritual impurity along with the ghusl, then their impurity is removed, and it becomes permissible for them to pray, touch the (Qur'an), and perform (circumambulation of the Kaaba). Similarly, if they make wudu' with an ordinary bath, like a bath for cleanliness, it does not matter that they are in a place of relieving oneself.
