Is it permissible to pray with ablution (wudu') without performing the ritual bath (ghusl) after a state of major ritual impurity (janabah)?

For one who is in a state of janabah (major ritual impurity), ablution (wudu’) is not sufficient. Rather, a full ritual bath (ghusl) is obligatory, based on Allah’s Almighty saying: “And if you are in a state of janabah, then purify yourselves” (Quran 5:6). And based on the saying of the Messenger of Allah, peace and blessings be upon him: “If he sits between her four limbs and then exerts himself, ghusl becomes obligatory upon him.” In another narration: “If the circumcised part touches the circumcised part, ghusl becomes obligatory.”
