Is it permissible to pray with ablution (wudu') when in a state of major ritual impurity (janabah) if there is not enough water for a full ritual bath (ghusl) and only enough water for ablution?

If one is in a state of ritual impurity (janabah) and finds water insufficient for a full ghusl (ritual bath), then one must use the available water for as much of the ghusl as it suffices, and then perform tayammum (dry ablution) for the remainder. This is the view of the Shafi'is and Hanbalis. As for the Hanafis and Malikis, they hold that such water should not be used at all, but rather one should perform tayammum only. If one is in a city, it is improbable that water would be unavailable, and one is obligated to seek it and purchase it if one can afford its price. In summary, it is not permissible to suffice with wudu (ablution) instead of ghusl; rather, tayammum is required after using whatever water is available.
