What is the expiation and ruling for swearing falsely upon a book containing Quranic surahs, but which is not a Mus'haf?

A person who swears falsely by Allah is subject to what has been previously stated in the referenced fatwas, whether or not he placed his hand on the Mushaf. Swearing on the Mushaf is for the purpose of emphasizing the oath, and there is no difference whether the Mushaf is complete or partial.
