The student's deception to register his attendance while absent is forbidden by Islamic law, as it involves cheating and deceit. The money paid for this is a forbidden bribe. Anyone who aids in deception and bribery is sinful.
Whoever has done this must repent. Justifications do not legitimize committing such an act.
It is not permissible to take the exam if the absence is such that it disqualifies the student from it, except with the university administration's permission. If he takes the exam and it is counted for him, then its ruling is that of cheating on a certificate.
