What is the ruling on using laser to remove black spots from the face, given that some trace of them remains?

There is no harm in using laser to remove spots, as long as it does not result in bodily harm; based on the Hadith: "There should be no harm or reciprocating harm." This is permissible beautification, which falls under treating illness and removing a disfiguring birth defect. The Prophet, peace and blessings be upon him, permitted Arfajah ibn Sa'd to wear a nose made of gold. Similarly, medicines that remove melasma and improve the face for one's spouse or others are permissible, as long as the treatment does not have side effects or a Sharia-prohibited aspect.
