If the tools are owned by a company or government and they have no desire for them, and their fate is neglect and damage, then there is no objection to taking them and benefiting from them, based on the saying of the Prophet, peace and blessings be upon him: "Whoever precedes to something permissible, then he has more right to it," and "Whoever precedes to something permissible that people shun out of disinterest, then he has more right to it."
