When does the state of Ihram begin, what are its prohibitions for men and women, and is it permissible for a menstruating woman to cut her hair upon exiting Ihram?

It is recommended for one who intends to perform Hajj or Umrah not to enter into ihram before reaching the Miqat designated by the Sharia. The Messenger of Allah, peace and blessings be upon him, specified these Miqats, which are: Dhul-Hulayfah for the people of Medina, Al-Juhfah for the people of Sham, Qarn Al-Manazil for the people of Najd, and Yalamlam for the people of Yemen. These Miqats are for their respective people and for anyone passing through them who intends to perform Hajj or Umrah. For those who are closer than these Miqats, their ihram begins from where they initiate their journey, even the people of Mecca enter into ihram from Mecca. If a person enters into ihram before the Miqat, their ihram is valid, and they are obliged to avoid the prohibitions of ihram.
